You don't need photoshop, I neither have it. I use THE GIMP, it's very good, very easy, and it's freeware!

You also have to install gtk+ for your version of windows, because that's nessacary for the program to work, but it's all on the page.
First install gtk+ and then THE GIMP.

Good luck working with it, there are many tutorials as well, I have them if You want it.
