You can upload them, you just have to save them as a .gif, then you have to upload the picture on imageshack or photobucket or so, then you go to profile and go to

i made those with adobe imageready, you get that program with adobe photoshop

you can also use animation shop, which you can get with paint shop pro

i personally like animation shop better, but i only have paint shop on my other computer

there is a free program too, i had that a couple of years ago, but i forgot the name Sad
